In den Anfangsjahren mussten die Eisenbahner jede einzelne Weiche am Ort umstellen. Bald fassten die Ingenieure mehrere Weichenhebel zu einer Hebelbank zusammen, die zumeist noch ungeschützt im Freien stand. Hieraus entstanden die sogenannten Stellwerke.
Neben in- und ausländischen Firmen beteiligten sich auch Hauptwerkstätten der Preußischen Bahnen an der Weiterentwicklung, wie dieses Modell zeigt.
