1943 weiteten die britischen und amerikanischen Luftstreitkräfte ihre Angriffe auf deutsche Städte massiv aus. Die Gesamtzahl der Opfer unter der deutschen Zivilbevölkerung wird auf bis zu 570.000 Menschen geschätzt. Eine große Zahl von osteuropäischen Zwangsarbeitern starb ebenfalls. Die deutsche Luftschutzraum-Ordnung vom 18. September 1942 untersagte sowjetischen Kriegsgefangenen und Zwangsarbeitern den Zugang zu den Luftschutzbunkern.
